The Croatian parliament passed a new Foreign Citizenship Act, according to which there will be no longer an annual quota for the employment of foreign nationals.

Under the new law, the government will no longer set annual quotas for the employment of foreign nationals, but employers will be obliged to submit a request to the Croatian Employment Agency (HZZ) to proceed labor market test.

If there are no unemployed people in Croatia who meet the employer's criteria, then the employer will apply for a residence and work permit to the Ministry of the Interior, after which the Ministry of Interior will ask for an opinion. HZZ's opinion on hiring a particular foreign national. The procedure, including labor market checks, will take up to 30 days.

No longer an annual quota for the employment of foreign nationals in Croatia

The Act also provides for exceptions to the labor market test, which cannot be conducted for shortage occupations, such as carpenters, masons, waiters, butchers, and for jobs seasonality of up to 90 days in agriculture, forestry, hotels and tourism.

The new act also applies long-stay visas (D visas) in cases where third-country nationals are granted temporary residence for work, family reunification, higher education, research and secondary education.
