From July 1, 2025, a major regulatory shift in Vietnam is set to streamline the recruitment and deployment of international workforce programs. Under Decree No. 128/2025/NĐ-CP issued by the Government, the authority to issue work permits for foreign workers will be decentralized from the Ministry of Home Affairs (formerly Ministry of Labor) to the Chairpersons of Provincial People’s Committees.

This change is expected to simplify procedures and reduce processing time significantly, benefiting not only foreign enterprises operating in Vietnam but also domestic recruitment agencies and employment agencies engaged in international labor cooperation.
