Vietnam Expands Preferential Loan Access to Support High-Quality Workforce for Overseas Employment

Importantly, the draft law empowers provincial authorities with the discretion to expand the list of eligible loan recipients, provided the loan funds are sourced from local government budgets.

As a dedicated workforce supplier, Vietnam Manpower continues to uphold its mission of providing international partners—especially employers in Romania and other European countries—with a skilled, disciplined, and motivated workforce. A recent development in Vietnam's legal framework is set to further strengthen this mission.

A Legal Breakthrough to Empower Vietnam's Workforce

Unlike the current Law on Employment which only broadly outlines financial assistance for workers seeking overseas employment, the draft amendment to the law introduces clear criteria for preferential loan eligibility. This change is a strategic move by the Vietnamese government to enhance both accessibility and equity, ensuring that even the most disadvantaged groups have the means to become part of the global labor market.

According to Article 10, Clause 2 of the draft, two main groups are entitled to lower-interest loans:

  • Ethnic minority individuals from poor households.

  • Ethnic Kinh individuals from poor households residing in socio-economically disadvantaged areas.

This policy shift reflects the government's deep commitment to transforming labor export into a tool for sustainable poverty alleviation and inclusive growth.

Flexible Mechanisms for Broader Inclusion

Importantly, the draft law empowers provincial authorities with the discretion to expand the list of eligible loan recipients, provided the loan funds are sourced from local government budgets. According to Article 10, Clause 4, the Provincial People's Council may decide to support additional groups such as:

  • Individuals whose land has been reclaimed.

  • Single mothers.

  • Rehabilitated individuals.

  • Youth completing military or voluntary service.

Though not automatically granted preferential loan status, these individuals may still qualify for other forms of financial and logistical support as they prepare for overseas employment.

Comprehensive Pre-Departure Support for Vietnamese Workers

Vietnam is not only focused on providing financial assistance but also on enhancing the readiness and quality of its outbound workers. Article 15, Clause 1 of the draft clearly outlines government-sponsored support for the following essential pre-departure services:

  • Orientation training.

  • Technical skill development.

  • Foreign language courses.

  • Other necessary expenditures related to overseas work.

These support measures are particularly designed for workers from poor households, ethnic minorities, reclaimed land residents, and those completing national service—ensuring that no talent is left behind due to financial barriers.

This approach reinforces Vietnam's positioning as a responsible recruitment agency and employment agency, investing in both the quality and preparedness of its workforce before deploying them to international partners.

Loan Eligibility Requirements

To ensure transparency and consistency, the draft law stipulates three key conditions for Vietnamese workers applying for loans to work abroad:

  1. They must possess full legal capacity as per Vietnamese law.

  2. They must have signed a valid employment contract with a licensed recruitment agency or employment agency such as Vietnam Manpower.

  3. The loan must be collateralized in accordance with national credit policies.

This legal foundation enhances the confidence of foreign employers, especially in Europe and Romania, that workers provided by Vietnam Manpower are both legally compliant and well-prepared.

Diverse Funding Sources to Maximize Access

The preferential loan scheme is supported by a diversified funding system, which includes:

  • Central government budget allocations through the Vietnam Bank for Social Policies.

  • Delegated local government budgets.

  • Capital from private organizations or individuals via entrusted mechanisms.

With interest rate differences subsidized by the state, this model not only expands access but also reduces dependency on central funds, ensuring long-term sustainability.
